Our Work

In the second part of the 90’s, an idea started taking shape—a pressing need to establish a proactive umbrella institution in Kosovo dedicated to galvanizing the development of civil society. Despite numerous challenges, a dedicated group of intellectuals and activists tirelessly worked to bring this idea forward. Their dream became a reality following the donors’ conference in Sweden in June 1998, culminating in the establishment of the Center for the Development of Civil Society (CeDeCis) in Prishtina in October of 1998. This institution would later evolve into the Kosovar Civil Society Foundation (KCSF), formally registered in December 1999.

Over the past 25 years, we have consistently pursued the creation and development of a participatory democratic society in Kosovo and became the leading organization in supporting the development of civil society in Kosovo, and beyond. We have contributed significantly to evidence-based policymaking, expanded civic space, promoted champions of democracy, financially supported 750+ civic initiatives with over 30 million euros, and have enriched with knowledge and skills thousands of civil society activists in Kosovo and the Western Balkans through 1,100+ training sessions.

In the period 2024-2028 we will work towards the strategic goal of meaningful and sustainable engagement of civil society, contributing to our vision to see Kosovo become a prosperous, inclusive, and democratic society with an advanced process of EU integration. This will be pursued through engaging for civil society to have adequate access to a diverse set of financial resources along with the necessary capacity to make proper use of those resources, as well as to build civil society engagement based on a strong and legitimate support base that is grounded in clear and demonstrable relations with the people on whose behalf or for whose benefit the engagement takes place. Also, we will continue to engage to create preconditions that relate to an enabling environment for civil society, namely for civil society to be allowed and encouraged to freely operate and use its democratic rights to engage in public processes.

Taulant Hoxha serves as the Executive Director of KCSF from September 2018. Since February 2007, when he started at KCSF, he has been engaged in numerous KCSF programs and initiatives, in particular those related to grants, research and advocacy.

Taulant is a civil society activist for over two decades and main areas of expertise are related to civil society development, in particular non-profit law, citizen participation in policy making, civil society-government cooperation, as well as civil society funding. He has also vast experience in design and management of civil society support and funding programs. He authored numerous studies related to civil society and led many initiatives to protect or advance civic space in Kosovo and the Western Balkans region. He has served as the Chair of Board of CiviKos Platform for over 10 years.
Currently serves as the Chair of Board of the Balkan Civil Society Development Network (BCSDN).

Before KCSF he has been engaged in various civic organizations and initiatives in Kosovo, as well as the Council of Europe. He has graduated in Political Science.

Dren Puka

Dren Puka is the Research and Advocacy Director at Kosovar Civil Society Foundation (KCSF). He has over 10 years of experience in designing empirical and theoretical frameworks of analysis, developing and conducting research projects that aim to produce evidence to shape public policies through greater civic participation. In working with numerous organizations and participating in key policy initiatives related to civil society development, Dren’s work is particularly focused on producing an environment that seeks to accentuate diverse and marginal voices to shape a reflexive and inclusive public sphere. He completed his graduate studies in Educational Policy and Leadership, with a specialization in Research Methods from the University of Rochester.

Yllka Hoxha serves as the Finance Manager at KCSF, where she oversees financial operations for the Citizen Engagement Activity. With over 11 years of experience in civil society, she has held roles in finance, human resources, and administration. She holds a Bachelor’s and Master’s Degree in Marketing from the University of Prishtina. Yllka is a member of The Society of Certified Accountants and Auditors of Kosovo (SCAAK), holding the title of Certified Accountant, and she is currently progressing towards obtaining certification as an Auditor.

Edona Krasniqi has been with KCSF for 7 years and currently serves as the Director of the Re-Granting Department. She has more than 15 years of combined working experience in the non-governmental, academic, and private institutions. She has worked as a researcher and evaluator with local and international organizations and authored papers on education and civil society. She holds an MSc in Economics, specializing in Economics and Politics from the University of Freiburg. She also holds a degree in Management and Public Policy from the American University in Kosovo and a graduate certificate in Education Policy from Georgetown University. Her interests are in political economy, and revolve around exploring the intersection between economic systems, socio-economic inequality, civic participation, and the pressing ecological crisis of our time.

Ahmet Rushiti

Ahmet Rushiti has more than 16 years of experience working in international and local organizations that promote inclusiveness and civic participation. Project management, involvement in community mobilization, advocacy, capacity building for CSOs, and policy-making are some of his key expertise areas. Ahmet has also gained great experience and knowledge of the local context by working with political parties, youth, local and national authorities. He has been involved in monitoring and observing elections, monitoring the work of the Kosovo Assembly, and working with communities and constituencies in local and rural areas. In addition, he has co-authored studies on voter behavior, municipal transparency, and community inclusion.

Nita Bicurri serves as the Chief of Party for the Citizen Engagement Activity, bringing over 10 years of extensive experience in international development and democratization processes. Her primary focus is on fostering inclusive decision-making processes and creating meaningful opportunities for diverse voices to contribute to the advancement of democracy in Kosovo. Throughout her tenure, Nita has collaborated with civil society organizations, political parties, government entities, media, and the business community to ensure an inclusive and democratic policy making processes, efforts aim to provide active involvement opportunities for women and youth in political and public life. Nita’s expertise lies in project design, management, and evaluation. She holds a graduate degree in International Development Administration and a Certificate of Advancement Studies in Civil Society Organizations from the Maxwell School of Citizenship and Public Affairs at Syracuse University, New York. Additionally, she earned a degree in Political Science from Cornell College in Iowa.

Blerta Aliu has over 12 years of professional experience in the field of communication, Public Relations and media. She started her career at the daily newspaper Koha Ditore, where she worked as a journalist in the security and political sector for almost five years. She has continued her engagement in the field of public relations in the public sector, private and civil society organizations. She was engaged as a media and PR advisor at the Ministry of European Integration of the Republic of Kosovo for nearly two years, then she worked as a PR and communication officer at the Kosova Democratic Institute /Transparency International Kosovo for over three years and then as a media advisor in the Ministry of Foreign Affairs of the Republic of Kosovo. Simultaneously, since 2017, Blerta is an teaching assistant in the Journalism  Department at the University of Pristina. From February 2022, she joined the KCSF team, initially as a project officer to continue her contribution as a public relations and communication coordinator.

Blerta is a PhD candidate in Media and Communication at the South East European University. She completed Bachelor and Master studies in the field of Journalism and Public Relations at the University of Pristina. She is the winner of several local and international awards for journalism in the field of human rights, children and education. She is also the author and co-author of many analytical reports as well as academic papers which she has published and presented at International Scientific Conferences in the field of Media and Communication.

Vjollca Sllamniku is a senior finance officer at KCSF. Since November 2006 when she started working at KCSF, Vjollca has been responsible for the organization’s financial management and accounting, while until 2015 she also led the administration team.

Previously, she worked as a Finance Officer at the NGO ODA (Organization for Development Activities) during the years 2003-2006, as well as at Oxfam GB – Office in Kosovo during the years 1999-2003.

Krenare Lleshi

Krenare Lleshi

Krenare Lleshi has been engaged in designing, coordinating, and overseeing capacity-building interventions for more than 10 years across the non-profit, public, and private sectors. She has also supported local and international non-governmental organizations in developing digital materials and strategic plans and is the author and co-author of several manuals and guidelines that address the digital transformation of organizations, children’s rights, critical thinking, creativity, communication, and project management. She currently serves as Community Engagement Lead with Kosovar Civil Society Foundation (KCSF) in the frame of Citizen Engagement Activity, a program implemented in partnership with USAID mission in Kosovo. Krenare holds a Master’s degree from the University of Nottingham in Learning, Technology and Education.

Ardita Zejnullahu

Ardita Zejnullahu

Ardita Zejnullahu serves as Executive Director of the Association of Broadcast Media in Kosovo – AMPEK. She is an accomplished media professional with over 14 years extensive experience across the full spectrum of media freedom and communications laws from the regulatory and private commercial perspective as well as public sector perspective.

Ardita holds a BA degree in Economics & Management and MA in International Law from the University of Pristina; M.Stud research degree

(Program in Comparative Media Law and Policy) from the University of Oxford; LLM in Comparative European and International Law from the European University Institute in Florence and MSx in Leadership from the Stanford University.

Prior to joining AMPEK, Ardita has worked as a Financial Manager for Save the Children in Kosovo and as a Financial Advisor for NCSC/DPK Consulting; USAID implementing partner on court administration project in Kosovo.

She served as a Board member for several civil society organizations in Kosovo.

Filloreta Bytyçi

Filloreta Bytyçi

Filloreta Bytyçi’s background is Law and she holds an MA on Contemporary European Studies from Sussex University (UK). She has extensive experience working for various donor projects in the areas of community development, civil society, media and public administration. Since 2004, as a consultant, she supports policy development and planning reforms at the Government of Kosovo. Currently she is the Deputy Team Leader/Policy Development Specialist for the Sida funded project to support Capacity Development in the Field of Policy Development and Coordination in Kosovo, providing advice and support to the Government Coordination Secretariat staff in the Office of the Prime Minister of Kosovo and to the line ministries, to continuously increase their capacity for policy development and coordination. Her professional background lies considerably also in the area of media. She was media law adviser for the USAID/REX Independent Media Development Program on matters related to media law and media regulations. In addition, she acted as an advisor to the two local media and journalists’ associations. She was twice nominated and appointed by the Assembly as the member of the Council of the Independent Media Commission of Kosovo.

She also contributed to the development of several studies: OECD/SIGMA Regional Comparative Study on Regulatory Impact Assessment (RIA), Swiss Intercooperation Kosovo Feasibility Study on Municipal Capacity Development System for Kosovo, Sida Study Outlining Possible Areas and Issues for Support to

Public Administration in Albania and Kosovo 2014-2020,Sida Study Assessment of Options for Continued Swedish Support to a Pluralistic Civil Society in Serbia, Kosovo, Albania and Bosnia and Herzegovina and GIZ Diagnostic report on the areas of policy coordination, strategic planning, legislation, management of European Integration and implementation of functional reviews in the Government of Kosovo.

Kristof Bender

Kristof Bender

Kristof Bender is ESI’s Deputy Chairman. He leads various ESI research projects on EU enlargement and on South Eastern Europe. Educated in sociology in Vienna and Paris, he has worked in South East Europe in various capacities since 1997, including managing higher education projects in Bosnia for the World University Service, as Attaché for Humanitarian Affairs in the Austrian Embassy in Belgrade, as a researcher for the International Centre for Migration Policy Development and as a consultant for various institutions, including the Austrian Federal Chancellery, DFID and SIDA. Part of the ESI team since early 2000, Kristof has been living in Bosnia and Herzegovina, Macedonia, Montenegro and Serbia, and is currently based in Vienna.

Anamari Repic

Anamari Repic

Anamari Repic is correspondent for Radio Television of Kosovo from Belgrade. She has been for twenty years in journalism, communication and media management. She graduated with Faculty of Teacher Education and completed Master studies in journalism. From 2010 – 2016, in two terms, she was the Deputy Director General of RTK, when she participated in the establishment of a TV channel in the Serbian language and the development of minority communities’ programs. For almost ten years she was working as correspondent of Radio Free Europe from Pristina, and she is vice president of the Board of the Press Council of Kosovo. She was a scholar of the fellowship program for women leaders in Washington. Anamari deals with the issues of media self-regulation, women’s rights and journalistic training.



Armend Bekaj

Armend Bekaj

Armend Bekaj works as Senior Programme Officer with the International Institute for Democracy and Electoral Assistance (International IDEA) in Stockholm, Sweden. He is part of the core team that publishes the Global State of Democracy report, providing measurements and analysis on democracy for 162 countries around the world. Armend has more than 15 years of experience with international organizations and research institutes. His expertise lies on good governance and democratization, peace and conflict, DDR and security, and political integration of ex-combatants in transitory societies. Over the years, he has worked and collaborated with the OSCE, USAID, UNDP and a range of other regional, international or civil society organizations.

Taulant Hoxha

Taulant Hoxha

Taulant Hoxha was appointed CEO of KCSF in September 2018, having previously held various positions in the organization for over 11 years, since 2007.

Taulant led KCSF through a period of continuous growth of the organization both in terms of quality and volume of work, as well as the volume of financial and human resources. Building on the excellent work of the previous leadership of Venera Hajrullah, during 2019 Taulant led the KCSF team in establishing the EJA Kosovo program, as the first mechanism in Kosovo and in the region where multiple donors pool funds into a unique program led by a local organization. Also, during this period, KCSF further improved the transparency and integrity of grant awarding, by increasing the number of support instruments, creating public teams of external evaluators, starting public interviews during selection, etc. Also, this period marked the creation of new capacity building programs for civil society organizations and activists, as well as the protection and further improvement of the legal environment and policies for civil engagement and civil society.

Graduated in political science, Taulant has been a civil society activist for more than two decades, engaged in various initiatives and organizations at the local and central level. He also did study programs at the European Center for Non-Profit Law – ECNL in Budapest on the topic of public benefit status, as

well as at the City University of New York – CUNI on the topic of community philanthropy, with an emphasis on diaspora philanthropy.

Before joining KCSF, he worked as a consultant for youth work at the Council of Europe in 2002-2004, as well as the first executive director of the non-governmental organization “Emancipimi Civil Ma Ndryshe” in the period 2006-2007. Also, he was the president of the Association of Basketball Referees of Kosovo in the period 2008-2009. year, while he was also acting director of the Secretariat of the CiviKos platform in the period 2010-2011. From 2012 to 2022, he served as the head of the CiviKos Platform Board. He published dozens of studies and articles in the country and abroad related to civil society, while he actively participated and led many initiatives for the protection and progress of civil space and civil society in Kosovo and in the region. Among other things, he was part of the group of experts for the development of the regional Environmental Monitoring Matrix for civil society, as well as part of the expert consulting teams for the development of the EU Guide for civil society in the enlargement countries 2014-2020, as well as the Guidelines of the Venice Commission on freedom of association. In Kosovo, he was an active part of dozens of working groups for drafting laws, policies and strategies related to the work of civil society in Kosovo.

Since 2020, he has held the position of deputy. head of the Committee of the Balkan Civil Society Development Network (BCSDN).

Venera Hajrullahu

Venera Hajrullahu

Venera Hajrullahu led KCSF for 13 years in a row, during the period of the greatest development of the organization, from February 2006 to September 2018.

A graduate of the French language at the University of Pristina, Venera completed postgraduate studies at the European Institute of the University of Geneva in Switzerland in the early 90s. After a short period of professional engagement in Switzerland, she returned to Kosovo and in 1998-1999 was engaged in the OSCE Monitoring Mission in Kosovo. Just months after the end of the war in Kosovo in June 1999, she was among the key people who helped found the public broadcaster, Radio Television of Kosovo (RTK). After two years of involvement in the Kosovo Foundation for Open Society (KFOS) in support programs for public administration and local self-government, in 2004 she was first appointed as the deputy director of the Unit for Monitoring the Stabilization and Association Process, and immediately afterwards she founded and was the first head of the Office for of European integration in the Office of the Prime

Minister of Kosovo, within which she was responsible for the creation of various structures and programs related to the European integration process of Kosovo. Also, she was the chairperson of the Group of Experts for Public Administration Reform in 2006-2007, while she was also an external advisor for European integration to several prime ministers, as well as President Jahjaga.

In February 2007, she accepted the position of Executive Director of KCSF, at a time when the organization was in a period of deep crisis. Continuing to work in the basic mission of civil society development, Venera added to the work of KCSF a special perspective of European integration, as a reflection of the opening of the European perspective of the entire region, including Kosovo. With her exceptional dedication and the team, she created, Venera managed not only to get KCSF out of the crisis, but very quickly exceeded the level of development of the organization up to that time. In parallel with the deepening of the School for European Integration and numerous other EU-related projects, under Venera’s leadership, KCSF re-established its civil society grant programs in 2009, while simultaneously creating and developing special research units, that is, the Center of KCSF for capacity building of civil society. During the period of her leadership, KCSF became one of the main civil society organizations in Kosovo and in the region, managing the civil society funds of the main bilateral donors, successfully representing numerous topics on the space for civil society action in Kosovo and towards the EU institutions in Brussels, as well as building capacity of hundreds of organizations and civil society activists. Before her departure from KCSF in September 2018, Venera led the organization in its first serious steps towards organizational sustainability.

Since 2018, as an independent expert, she has been involved in numerous projects, initiatives and publications in Kosovo, in the region and beyond, in the areas of civil society development, building democratic institutions, European integration, public administration reform and cooperation.

Suzana Arni

Suzana Arni

Suzana Arni was a part of the KCSF team for almost 23 years, from its founding in 1998 until her retirement in 2021, while she served as KCSF’s executive director from March 2004 to February 2006.

Graduated as a technology engineer, Suzana was engaged in a laboratory for the research of construction materials from the 70s, until the mass dismissal of Kosovo Albanian workers in 1991, when she was engaged in the civil society sector.

In 1998, she received a donation of three computers, a moment that would mark the founding of CeDeCis (Center for the Development of Civil Society), which would later become KCSF. Suzi, as she is known to her many colleagues and associates, joins KCSF in a variety of departments and roles, from Project Coordinator to Program Director, from part of the Core Grants Team to Executive Director.

While her role in the development of KCSF was comprehensive during 23 years of engagement, Suzi made a decisive contribution precisely in the period 2004-2006 when she led KCSF and ensured the survival of the organization in one of its most difficult periods due to changes in the EU funding model, as the main donor until then.

Lulzim Peci

Lulzim Peci

Lulëzim Peci was the executive director of KCSF in the years 1999-2003, taking over the management of the organization in the period immediately after the end of the war in Kosovo in June 1999.

Together with Agon Demjah and Stephen Sampson, Lulëzim was one of three people who registered the organization on 2 December 1999, prompting it to begin intensive work in support of the non-governmental sector. This was the period when NGOs became the most important local channel for international support for overcoming the state of emergency and reconstruction, while KCSF was identified and supported by the European Union as the main local organization for the management of EU funds for civil society in Kosovo. During the period of his leadership, with the help of the EU, KCSF created mechanisms for awarding grants and distributed over 2 million Euros through more than 200 grants to non-governmental organizations in Kosovo. Also, KCSF started the first studies and publications on civil society in Kosovo, a basic training program for NGOs, as well as awarding over 400 scholarships for pupils and students of Roma, Ashkali and Egyptian communities.

Lulzim left KCSF in November 2003, when he led the spin-off process of KCSF programs, establishing the Kosovo Institute for Research and Policy Development KIPRED and became the first executive director of KIPRED.

He graduated in electrical engineering from the University of Prishtina, Lulëzim holds an MA in international relations from the Ortega i Gasset University in Spain, and a PHD in political science from the University of Southeast Europe in North Macedonia.

Before joining KCSF, in the years 1995-1998 he worked as a researcher at the Kosovo Center for International Studies (KCIS), this center served as a foreign policy team in the Office of the President of Kosovo, dr. Ibrahim Rugova. During 2009-2013, he worked as the ambassador of Kosovo in Sweden, and was also a member of the Board of Directors of the American University in Kosovo, a guest lecturer at the Geneva Center for Security Policy GCSP, a lecturer in the subject of national and international security at the University of Prizren, as well as the president of the Board of Directors of the Kosovo Foundation for Open Society KFOS. He has published more than 70 works and articles in Kosovo, Great Britain, Holland, Greece, Switzerland, Austria, Germany and Singapore.

He is currently the executive director of KIPRED, while continuing his research engagement with a focus on security and foreign policy, inter-ethnic relations, as well as political parties.

Agon Demjaha

Agon Demjaha

Agon Demjaha was the first executive director of the Center for the Development of Civil Society (CeDeCis) which would later be known as KCSF. Although he remained in this position for only about a year, he led CeDeCis in the founding process as a delegate of the Kosovo Foundation for Open Society, and then in the first activities in 1998 until the end of the war in June 1999. Also, together with Lulëzi Peci and Steven Sampson, he was one of the three who registered the organization after the liberation, on December 2, 1999, now under the name Kosovo Foundation for Civil Society (KCSF).

Agon holds an MA in International Relations and European Studies as well as a PhD in Political Science. He has more than four decades of experience in the field of university teaching, diplomacy and the non-governmental sector. During this period, he published many articles in the field of political science in various international journals, and he is also the author of various chapters in books by well-known publishing houses such as the United Nations University Press, Imperial College Press and Palgrave Macmillan.

During 2006-2010, he served as North Macedonia’s ambassador to Sweden, and during that period he also covered Norway and Finland as a non-resident ambassador. In the period 2010-2012, he was engaged as an advisor to the Minister of Foreign Affairs, as well as to the Minister of Economic Development in the Government of Kosovo.

He is currently employed as an associate professor of political science and international relations at the University of Tetovo in North Macedonia, while continuing his involvement in the areas of ethnic relations, conflict prevention and resolution, regional cooperation and diplomacy.
