1. Are trade union federations eligible to apply under the Medium Project Grants call?
Trade union federations are not among the categories of applicants eligible for grants.
2. Is an organisation eligible to apply if its annual turnover was close to, but below, the €25,000 threshold in one of the last two years, while exceeding this threshold in the other year?
No. According to the eligibility criteria set out in the call, the applicant organisation must have had an annual turnover exceeding €25,000 in each of the last two years. If its annual turnover was below this threshold in either year, the organisation does not meet the requirement, even if it exceeded the threshold in the other year.
3. Which income categories are included in the calculation of annual turnover?
All of the organisation’s income is taken into account when calculating annual turnover.
4. Which document or financial item is used as the basis for verifying annual turnover?
The Tax Administration of Kosovo (ATK) Form CD, based on the information declared by the organisation, is used to verify annual turnover.
5. Is cooperation with international organisations permitted? Can an eligible NGO registered in Kosovo cooperate with an international organisation as part of a project while remaining the sole applicant and grant recipient?
The guidelines do not exclude the possibility of cooperation with international civil society organisations, but do not establish a separate formal status for project partners or co-applicants. An international organisation cannot act as the applicant or direct grant recipient. Any proposed cooperation must ensure that the Kosovo-based applicant retains responsibility for grant management and complies with the restrictions on sub-granting and cross-border activities.
6. Can an international organisation be contracted to provide specific services, such as capacity-building, training or methodological support, with the associated costs included in the project budget?
The guidelines do not exclude the possibility of contracting international service providers. Eligibility depends on the nature of the services and the terms of the contractual arrangement. The services must be necessary for the project, and the associated costs must be reasonable, justified, incurred during the grant implementation period, included in the approved budget, traceable and compliant with the applicable tax legislation in Kosovo.
Payments for clearly defined services must be distinguished from transfers of funds intended for another organisation to manage its own intervention, as sub-granting is prohibited. The guidelines also exclude service-type interventions similar to technical assistance. This restriction concerns the nature of the proposed intervention.
7. Can an international organisation participate as a non-funded partner, contributing expertise, methodologies and experience without receiving grant funds?
The guidelines do not exclude the possibility of an international organisation contributing expertise, methodologies and experience to a project without receiving grant funds. In such cases, the Kosovo-based applicant must remain directly responsible for grant management, and the cooperation must comply with the call’s requirements, including the geographical restrictions applicable to project activities.
8. Can we apply for the Medium Project Grant now while the results of our application for the Organizational Development Grant are still pending? If so, would the organization need to choose one of the two grants if selected for both? Specifically, can the same organization be a beneficiary of both the Organizational Development Grant and the Medium Project Grant simultaneously, and implement both grants during overlapping periods?
We confirm that, under this funding instrument, the same organization may receive both the Organizational Development Grant and the Medium Project Grant simultaneously, and implement both grants during the same period. The restriction on applying to the Medium Project Grant call applies only to organizations that are currently beneficiaries of the Institutional Grant.
9. Can a newly established NGO that does not yet have a two-year financial track record apply?
KCSF aims to provide funding opportunities that respond to the needs and capacities of different civil society organizations. In this regard, the Medium Project Grant call is primarily aimed at established organizations with experience in project implementation and demonstrated financial capacity. Therefore, newly established organizations are not eligible for this call.
