CALL FOR PROPOSALS BALKAN PUBLIC POLICY FUND

Balkan Civil Society Development Network (BCSDN) and KCSF announce Call for Proposals for organizations from Kosovo to develop policy or advocacy proposals within the scope of the IPA FPA Balkan Civil Society Acquis – Strengthening the Monitoring and Advocacy Capacities and Potential of CSOs.

The specific objective is to contribute to the capacity building of CSOs in IPA countries in monitoring and advocating on civil society-related policies covered by the MM areas or the Guidelines for EU Support to Civil Society in the Enlargement Countries, 2014-2020.

The enabling environment for civil society is broadly defined as the conditions within which civil society works. Specifically, enabling environment is viewed as the varied array of conditions — economic, political, social, cultural, legal, and otherwise — that affect the capacity of citizens, whether individually or collectively, to voluntarily participate in civil society. The enabling environment has increasingly come to be viewed as key to assessing civil society’s health.

The project proposals should fall under one of the following priority areas as defined in the Monitoring Matrix (www.monitoringmatrix.net) for Enabling Environment for Civil Society Development.

More specifically the project proposals in Kosovo should focus on:

Sub-area 3.3 – Legal barriers and opportunities for CSOs to obtain state contracts and its implementation.

Who may apply:

•    CSOs registered in Kosovo.

The project outputs should include:

•    Policy document – BCSDN can offer assistance in distributing the policy products to all relevant institutions. Additionally, policy documents will be published on the BCSDN and members web sites.
•    Policy event – one national event for discussion and promotion with stakeholders.
•    Advocacy campaign – aiming to contribute to awareness raising of the topics of the call and effective policy change

An evaluation committee will select grant recipients by mid of June 2015. After signing a contract, grantees will have time until end of October 2015 to implement their projects.
The deadline for sending the project proposals is 4 June 2015.

Grant amounts:

For organizations – max. 3000 EUR (100%, no co-financing),

2 grants will be awarded per country; the grants will be administrated by KCSF as a member organization of BCSDN.

(Eligible costs: personnel costs, communication costs, purchase of publications, organization of national stakeholder event etc.)
